This project involved the expansion of the Magnolia Wastewater Treatment Plant to 0.25 MGD. HUA worked with the Town to obtain a $3 million grant from the Clean Water Bond High-Unit Cost Grant program to fund the project. The project included the development of an effluent reuse system to accommodate the increased flow. The NCDENR determined that the Town of Magnolia could not increase its existing NPDES surface discharge. Additional flow will be used to irrigate nearby farmland. The WWTP design included equalization, aeration basins, clarifier, aerobic digester, filter and backwash system, multiple pump stations and UV disinfection unit. HUA was responsible for the non-discharge permit and the NPDES permit modification through the NCDENR Construction Grants & Loans Section. In addition, HUA obtained the NCDENR Land Quality permits for the project. An Environmental Assessment was prepared for submittal through the North Carolina Environmental Clearinghouse for the WWTP expansion and the effluent reuse system.
