HUA completed the evaluation, engineering design, and construction management
and inspection for the expansion of the LMAC WWTP from 1.0 MGD to 2.0 MGD. The
project included the preparation of an extensive Environmental Assessment for
the WWTP expansion. The biological assessment included an in-depth evaluation
of all plant and wildlife, endangered species, wetlands, and aquatic species in
Lumber River at the discharge point. As part of the preliminary study HUA
evaluated several treatment alternatives including discharge and non-discharge
alternatives.
The final upgrade design included a new oxidation ditch with carousel aerators,
a new clarifier, and new traveling bridge filters. HUA's final design also
included the addition of an aerated sludge digester, new sludge loading
station, and permitting of liquid sludge land application.
The original project budget was $3.164 million. The project bid over budget and
HUA negotiated with the contractor and re-designed the project to ensure
construction costs would not exceed the allowable EDA project budget. HUA
completed construction management and inspection for the project, which
required extensive coordination between the client and the contractor given the
project modifications following bids. The project was completed in 2001 for
construction costs of approximately $2.85 million.
