Franklin County, North Carolina
HUA completed the surveying, environmental assessment, engineering design, and permitting for the upgrade of the existing Franklin County WWTP. The Franklin County WWTP is a regional facility providing service to the Towns of Youngsville and Franklinton, in addition to the County. The expansion will improve the effluent quality to meet tertiary limits and to meet effluent reuse criteria. The project also included a capacity expansion from 1.0 to 3.0 MGD, new treatment units, relocation and upgrade of existing pump stations, and a new gravity outfall. HUA assisted Franklin County in obtaining a $1.5 million EDA grant, a $750,000 CDBG-ED grant, and a $500,000 IDF grant for sewer system improvements, including the construction of a new outfall line and upgrades to the existing WWTP, to provide additional capacity for industrial facility expansions and future growth within the county.

Upon completion of these WWTP upgrades, Franklin County will be able to utilize reclaimed water for the development of an effluent reuse system in the County. Initially, WWTP effluent will be used on the WWTP site and on adjacent farmland.

Franklin County is located in both the Tar-Pamlico and Neuse River Basins. The NCDENR has established strict rules for the protection of these basin areas that include stringent effluent limits for wastewater discharge. Due to this environmentally sensitive location, the engineers in the NPDES Unit of the NCDENR closely reviewed the engineering designs for all aspects of this project. HUA also prepared an Environmental Assessment for the project that was reviewed through the State Environmental Clearinghouse.

HUA coordinated permitting for the WWTP expansion and the effluent reuse components through the various state agencies, including NCDENR Land Quality, NCDENR Non-Discharge, and the NPDES Permitting Unit.

The project is scheduled to be completed in August 2004.
