Hobbs, Upchurch & Associates completed an evaluation of the solids handling processes at the U.S. Army's 8.0 MGD wastewater treatment facility at Fort Bragg, North Carolina. Fort Bragg wanted to develop a Class A sludge program in order to dispose of sludge on the military reservation without restriction to dedicated land application sites. The Base had an extensive land application program for liquid sludge disposal; however many areas needing erosion control restoration could not meet the land application permitting requirements. A dewatered stabilized Class A product was viewed as an effective soil conditioner for such areas. Based on the results of the preliminary study, which evaluated composting, sludge drying and lime stabilization, HUA designed a new sludge handling system for the facility.

The lime pasteurization system designed and constructed by HUA consists of a loading conveyor, a sludge lime mixer, a pasteurization vessel, a biosolids conveyor, a lime storage and feed system, lime transfer screw conveyors, odor control and control panels and accessories. The system is designed to process 12,900 dry lbs of biosolids per day. A dump truck loading station allows the Class A sludge to be conveyed to areas needing site restoration on the reservation where it is utilized as a soil conditioner. An existing sludge drying bed was converted to a storage area on the existing WWTP site.

HUA provided the design of the plans and specifications in accordance with the military specifications of the US Army Corps of Engineers, as well as shop drawing review and construction administration oversight during the construction phase of the project. The project construction was completed and placed in operation in 1998 at a cost of approximately $1.6 million.
